One of Andres Bonifacio’s calls during the 1896 Revolution was to give the land to the farmers. Since then, it has remained to be a dream.
Even with the implementation of Marcos’ Presidential Decree #27, Corazon Aquino’s Comprehensive Agrarian Reform Program (CARP), and its extended version, seven out of ten farmers remain to be deprived of land. The failure of the government’s past land reform programs have rendered true economic development in the country impossible, since the product of the toiling farmers remain to be at the benefit of the landlords themselves.
With the lack of genuine land reform, agricultural production remains as backward as intended, so as to hinder the country’s economic growth and quench the foreign market’s thirst for cheap raw materials.
