One year of enforced disappearance: Family, colleagues continue search for Oplan Bayanihan victim

STA. ROSA, LAGUNA – A year of injustice; family and colleagues continue their search for their missing kin, Benjamen Villeno, abducted by the US-BS Aquino regime.

On August 27, 2013, exactly a year ago, labour leader, former Pagkakaisa ng Manggagawa sa Timog Katagalugan – Kilusang Mayo Uno (Solidarity of Workers in Southern Tagalog – May First Movement or PAMANTIK-KMU) president, Benjamen Villeno, was abducted by elements of the military in Cavite.

The Butcher’s Bequest

One of the legacies Jovito “The Butcher” Palparan enculcated to the persistent culture of impunity in the Philippines is the intensified counter-insurgency program. Thousands of individuals and families were victimized under his and The Queen, Gloria Macapagal-Arroyo’s, reign in 2001-2010. The war on terror sowed gravely by The Butcher is sustained under the BS Aquino administration.

For the same motive, Oplan Bayanihan, the counter-insurgency (COIN) program of BS Aquino, operates to behead the mass movement. This COIN still aims for the liquidation of the government’s number 1 critic – the toiling masses.

In this account, Villeno, active workers’ rights advocate and fighter, was obviously abducted with the same reason as the extra-judicial killing, disappearance, and illegal arrest of many others.

ST Workers: Surface Ben Villeno

After a year, Villeno’s family, colleagues, and supporters continue searching for him on and through different places and venues.

According to Hermie Marasigan, PAMANTIK spokesperson, “Ben Villeno has no enemies. There is no one who would wish for his jeopardy aside from the government. He has done nothing but to fight for the rights of the workers and the people. He does not deserve this kind of treatment from the government.”

Villeno’s family and colleagues unceasingly wander the cold streets, lifeless morgues, dark cemeteries, heartless prisons and military camps, and other unimaginable locations just to find him – but has seen not a single thing.

“We firmly believe and know who’s behind Ben’s seizure. We demand that the US-BS Aquino regime surface Ben and all the other victims of enforced disappearances. We demand justice. We demand that all butchers in this fascist government pay for the blood that they owe all workers’ rights advocates in the country.” Marasigan added.

Southern Tagalog workers drop threats to the BS Aquino administration that it surface Villeno now. The search for Villeno will never stop until justice gets served.

At 3:00 this afternoon, Villeno’s family, colleagues, and supporters hold a symbolic march in search for him. Wearing Villeno masks while massively handling out search-flyers, ST workers stage a protest action at Amar, Balibago, Sta. Rosa City.

Surface BV

Burukrata kapitalismo, IBAGSAK! Imperyalismo at pyudalismo, IBAGSAK!

Supreme Court decision, ipatupad!

Kilalanin ang SALAMAT-IND bilang Sole and Exclusive Bargaining Agent!

YES to union!

YES TO MMETWU-IND!

ST workers: No special treatment for The Butcher, let Palparan pay for thousands cases of HR violations

Workers from the Southern Tagalog region under Pagkakaisa ng Manggagawa sa Timog Katagalugan – Kilusang Mayo Uno (Solidarity of Workers in Southern Tagalog – May First Movement or PAMANTIK-KMU) hails, in partiality, the capture of The Butcher, Ret. Maj. Gen. Jovito Palparan, 3 am this day, in Sta. Mesa, Manila.

After almost 3 years upon the release of his arrest warrant in 2011, Palparan was caught for two counts of kidnapping and serious illegal detention cases. Jovito Palparan and 3 other military elements were suspects for the abduction of Sherlyn Cadapan and Karen Empeño, two student-activists from the UP Diliman campus, in 2006.

Counter-insurgency expertise led to thousands of killings and disappearances

Palparan, not just a plain kidnapper, is the instigator of thousands of human rights violations (HRVs) in the country, specifically in the Central Luzon, Eastern Visayas, and Southern Tagalog regions. In the duration of his deployment in the ST region in January of 2001 – December of 2003, he and his army has victimized over 4,493 individuals and 1,721 families in the 1,268 cases of human rights violations.

His record for liquidating the ranks of the activists in ST has been a precedent for his deployment in the other regions, as well as the counter-insurgency program, as a whole, in the Philippines. The sowing of terror brought about by The Butcher has intensified all throughout Gloria Arroyo’s regime. In his kind of work, The Butcher was even commended in GMA’s State of the Nation Address in 2006, stating his ‘goodwork’ in eliminating the threats to the laying of peace in the country.

Oplan Bantay Laya has strewn a highly instensified culture of impunity even amongst the workers’ ranks in ST. A number of ST workers in the long, excruciating duration of OBL I & II experienced massive HR violations. Among them are Diosdado Fortuna, Edward Panganiban, Jerry Cristobal, and many other victims of extra-judicial killings under the reign of Arroyo in the Palace and Palparan in the Philippine Army.

According to Luz Fortuna, regional coordinator of National Coalition for the Protection of Workers’ Rights (NCPWR) and wife to slained union-leader Diosdado “Ka Ding” Fortuna, “The death of a loved one is never an easy hurdle. The extra-judicial killing of our beloved Ka Ding brought us severe pain and we, our family and closest friends, almost lost the reason to live after his passing. But the fact that he died in the hands of heartless criminals only because he fights for the rights of the masses – that break our hearts the most. Under the infamy for crimes of Arroyo and Palparan, thousands of hearts were broken; thousands of families grieved for their lost and slaughtered loved ones. The Butcher should pay.”

The Butcher’s legacy continues under BS Aquino’s watch, arrest not done ‘in good faith’

On BS Aquino’s relieve in power, he promised to give justice to the numerous accounts of HR violations from the prior regime – but apparently, he extended the military operations in the OBL, then later on changed its name to Oplan Bayanihan, following the program of the former.

To make this statement into reality, the BS government allowed criminal cases, but only as shallow as kidnapping and illegal detention, to be filed against The Butcher in December 19, 2011 through the Malolos Bulacan Regional Trial Court. And to make the hunt, to then fugitive Palparan, look more serious – BS Aquino served a bounty amounting to PhP 2 million for his capture.

After almost 3 years of (supported) hiding, at 3:00 am today, August 12, 2014, in an ordinary house in Sta. Mesa, Manila, The Butcher boastfully came with his arresters, the enjoined forces of the National Bureau of Investigation (NBI) and the Armed Forces of the Philippines (AFP) to the former’s office.

Hermie Marasigan, PAMANTIK-KMU spokesperson, stated that, “This capture of The Butcher Palparan is long overdue dating from after every crime he has done to the people. The Southern Tagalog workers firmly believe that this arrest is not done ‘in good faith.’ This happened in time where BS Aquino’s trust ratings are flunking – he needed to win over, in a pathetic and desperate method, the reliance of the masses. While we rejoice above the captivity of The Butcher – the epitome of a human slayer – ST workers demand that this serial killer’s victims be given justice.”

The ST workers clarified that their claim for victory in this incident is partial. The Butcher is accountable for a heap of crimes such as EJKs, physical assaults, intensive torture, massacres, illegal arrests, and enforced disappearances, among many others. The 2 shallow cases filed against him is clearly an additional insult to injury, the fact that the victims who he kidnapped and illegally detained are still missing up to this moment, he should not get on with this easily. Justice should be served well.

“Palparan should pay. We won’t buy impeding appeal to emotions coming from him and his protectors. We know that in one day or another, The Butcher would plea for medical and/or other special treatments like how arrested government officials are experiencing. He should be in a regular cell, he should at least experience how it is to stay in a shabby, dark, cold, and life-lacking cell similar to where he usually keeps his captives.” Added Marasigan.

The Butcher’s legacy for trampling human rights still strides under the BS Aquino regime – cases of HRVs continue to run over the people. Under this BS government, the ST workers experienced the enforced disappearance of Benjamen Villeno, union leader and former PAMANTIK chairperson almost a year ago, August 27, 2013, and the recent killing of Gil Hernandez, former trade union organizer, last August 6, 2014.

Marasigan added that, “All the violators of human rights should pay for the crimes they have committed to the people. No one should be exempted, not The Butcher nor The President.”

ST workers will join in the coming protest actions in relation to the judgment of Palparan’s cases.

ST workers to Noynoy: You are delusional, desperate over second term bid

2ndtermAmidst escalating discontent of the masses over the unconstitutionality of Disbursement Acceleration Program (DAP), Noynoy Aquino, through the Liberal Party, really has the brazenness and time to publicly discuss his illusion of having a second term. His spokesman Edwin Lacierda even tried to fool the public when he said, “the President has always listened to his bosses”—that he will run again if that is the voice of his bosses.

Apparently, Noynoy has never listened to the masses, his bosses. After the Supreme Court declared the DAP unconstitutional, we expected that there would be a drastic change in the budget allocation, but to no avail. Instead of recognizing the decision, his government proposed a 2015 national budget with 40.31% allocated for items under the category ‘others’.  He even mocked it with Abad’s redefinition of savings.

“In Southern Tagalog, the plight of the workers, who are also among his bosses, were never given necessary attention. If Noynoy really listens to his bosses, then he should have reinstated the 2,600 illegally dismissed Hoya workers and the 24 illegally dismissed NXP union leaders. He should have ensured the benefits and welfare of the 3,600 workers who are victims of Carina Apparel’s illegal closure. “ Said Hermie Marasigan, Pagkakaisa ng Manggagawa sa Timog Katagalugan – Kilusang Mayo Uno (PAMANTIK-KMU) spokesperson.

Rank and file workers have to secretly organize to ensure that they will form a union truly representative of them. If Noynoy is really after the welfare of his bosses, then he should have oriented the Department of Labor and Employment (DoLE) to reprimand companies of their unfair labor practices, and to release decisions that favor the workers.

Until now, the Kalipunan at Saligan ng Manggagawa sa Hoya Glass Disk Phils. – Independent (KASAMA sa HOGP-Ind) has not received any decision recognizing them as the sole and exclusive bargaining agent. The union, based on the number of workers who have not signed quit claims yet, has won by a landslide with 65 YES votes out of 78 voters.

Very clearly, Noynoy is losing public trust. More and more are realizing the trickery behind the DAP. For the workers, these could have been funds allocated for PhilHealth and SSS, where they deposit a huge percentage of their income.

Marasigan said, “The only thing right to do for a government whose power is in shambles is to face the consequences of its pro-imperialist, pro-capitalist and pro-landlord programs and policies. But Noynoy is doing the opposite. He desperately attempts to defend his leadership. He wants to twist the rationality of impeachment complaints and put the complainants such as Cong. Neri Colmenares in place of his hot seat.“

And now, he is fooling himself. He is delusional of a second term bid. Lacierda said, “the President is sensitive to the voice of his boss.” If he is really sensitive, he will listen to the workers and all of his bosses. He will step down now and let the people establish a government that concretely upholds social welfare. ###

SLWU-OLALIA-KMU concludes Certification Elections by landslide victory

Sta. Rosa City, Laguna – Logistics workers from Sun Logistics Technology, Inc. (SunLog) held programs succeeding their Certification Elections (CE) today, August 1, 2014.

Workers from SunLog launched a lead-off program at Nissan-Pulong Sta. Cruz, in Sta. Rosa City at 4’o’clock PM, followed by a motorcade to Waltermart and victory march to Amar, Balibago in Sta. Rosa City for a program in culmination for the union’s win in the CE that occurred this day.

SunLog is a company that offers warehousing and logistics services to the automotive industry.

Union establishment, fruit of 15-year-old struggle

After some 15 years SunLog has operated will the workers enjoy the gains from having a workers union that protects and fights for their right to a living wage, job security, and decent living.

Sun Logistics Workers Union – Organized Labor Association in Line Industries and Agriculture – Kilusang Mayo Uno (SLWU-OLALIA-KMU) participated in a CE inside the company to engage workers in acknowledging a union that is genuine, militant, and nationalist.

According to Mr. Romeo Legaspi, National Vice President of the OLALIA Federation, “The workers encountered and suffered from a 15-year-long struggle inside SunLog. For a decade and a half, these workers received no wage increases, no economic and non-economic benefits, inhumane treatment, and no union that will stand for their rights as workers. It is just for the workers of SunLog to establish a genuine, militant, and nationalist union that is SLWU-OLALIA-KMU.”

By tenureship, it is striking for the workers to see a very minimal difference in the wage a 15-year worker gets compared to what a worker who has been in the company just recently receive. Meaning, SunLog workers do not get paid and are not compensated well for the hardwork they offered the capitalist.

As said by the spokesperson of the Pagkakaisa ng Manggagawa sa Timog Katagalugan – Kilusang Mayo Uno (PAMANTIK-KMU), Mr. Hermie Marasigan, SLWU-OLALIA-KMU is one of the outstanding workers unions that chose to be OLALIA-KMU federated.

“In a society where the labor force are being bombarded by anti-worker policies due to a worsening crisis, there is a bigger pressure for the workers to establish a genuine, militant, and nationalist union under our national-democratic alliances and federations such as OLALIA and KMU. The PAMANTIK commends this radical and intelligent step made by the SLWU-OLALIA-KMU.” Added Marasigan.

As of 11:30 AM today, the SLWU-OLALIA-KMU won by landslide in the Official Elections Result released by the SunLog management in a ratio of 52-YES, 13-NO, and 2-SPOILED votes garnered.
